This is an argument for legalizing prostitution, and pornography. If you drag it out of the shadows, you can make sure that the sex workers are not forced to be sex workers by criminals like Tate.
It is Tate that is removing the agency from girls, some underage, by stealing their passports, and forcing them to do sex work in a foreign country.
You want to drive it more into the shadows, which makes it harder to catch criminals like Tate.
