If a crime is not prosecuted, there is no crime figure for that crime.

Because 2019 is prepandemic and crime went down during the pandemic because criminals stayed home. So starting from prepandemic gives the most fair crime baseline to start from. Crime has gone UP from that base line. You are welcome. I'm glad I could help your confusion.
