Science does not use consensus. It has no voting bloc. No one has to vote in science. Data is not science. Data is the result of observation, which also is not science. Random numbers are not data.

It's not so much that "you will be gone." When the government purchases a study, the think tank knows up front what conclusion is being purchased, i.e. what the government is buying. When you order at a restaurant, you specify what the waiter is to bring you. Nobody ever tells the waiter "just surprise me." On any project, the client tells the offerors what the scope of work is, and firms bid on that. There is never any question about what the money is buying.

In other words, it never comes down to someone turning in a "study" that concludes/says the wrong things; the contractor/think tank knows that they simply won't get paid if that happens.
