Why were we deficient in tests? You fail to mention the FDA and the CDC roles.

Going by memory the CDC rejected the WHO testing. then the FDA rejected state lab tests.
Trump go the FDA to accept the states lab tests -GREATLY EXPANDING TESTING..
So Trumps ACTIONS actually increased early testing availability!

The feds are responsible for getting materials out to critical needs -which is why they sometimes seized orders bound for states -shifting them to critical exigent neds and not just inventory.
