Yes, that's how a capitalist system is designed to function. Property owners chase profits, and by doing so, their products raise living standards. They rise first in countires where the products are sold and often made. Peripheral countries, once adopted into the system, become producers, and eventually partial beneficiaries of living standard increases. Socialists see issue in fact that peripheral countries become subordinated to larger, richer ones (namely their propertied individuals), and are unable to leverage their own resources for internal economic development.
Socialists have also designed and implemented systems of institutions for development. Venezuela, for example, uses a combination of market incentives (with cooperatives) and state operated industry - the latter of which increases living standards as an end in itself. And the Soviet Union accelerated industry in Russia by taking surpluses from peasants to fund it, thereby, said simply, using a forceful hand on a slow process.

I hate it when I have to "upgrade" the vbulletin software. They change the frickin' templates so that my stuff doesn't work and I forget tiny things like the ico image for the favicon...
