If you are in the Republican Party and you do not support the Constitution of the United States and all State constitutions, you are a RINO.
If you are in the Republican Party and you do 'deals' with the Democrats (which is to say compromise your ideals), you are a RINO.

Personally, I am unaware of anything that Ted Cruz did to qualify him as a RINO. His voting record seems quite conservative. He has co-founded bills to muzzle Dept of Homeland Security abuses, is after them for failing to secure the border, and is after the BATF for violating the Constitution.
