Trump signed an agreement with the Taliban , an entity that we didn't even recognize as an entity, He gave them everything they were fighting for for 20 years and it was so unworkable he left the mess and ran and Biden to try and fix it .
when you make an agreement with somebody you have been fighting for 20 years you need to put consequences in it to make sure the other sides does what it agreed to, the Taliban started breaking it almost as soon as Trump signed it.
