They did it because no other nation has any legal right to stop, board, inspect, or otherwise impede the free navigation of a military vessel of any nation in international waters without going to war. That means the Iranians can ship oil wherever the fuck they want and nobody can stop them.

They're exploiting a loophole in maritime and international law to do it.
