There were no electoral votes from Georgia. Georgia never chose any electors. The governor does not have authority to choose the electors for the State of Georgia.

Running for President requires setting up a campaign. At this stage, it would be called an exploratory committee. Clinton would be beginning to make contact with donors, and try to put together a staff.

The only talking about it has been to repeatedly saying that she will never do it. Then there is the complete lack of any strategy being laid down. She is a very deliberate person, who knows how things work, so would be putting together a campaign if there was any possibility she would run.

Even if you subtract the 16 Georgia electoral votes Biden still wins with over 270 electors.

Voter fraud is an excuse used by Trump voters who do not admit they lost the election. They believe Trump's lie because none of them ever bothered to check the facts.

Trump claimed there were counties with more votes than registered voters but none of his supporters ever found any.

It is not irrelevant. It is one of the main charges of election fraud. If it cannot be proven (an easy task), that makes the fraud charge a farce.
