He has power over all of them and is absolutely not qualified to judge the work of so many varied agencies. It is simply stupid to argue that Musk and his computer geeks understand the functions of any agency, let alone all of them. To work in agencies, you have to have a resume including relevant college education and experience. They have to be qualified and then trained.
