yes it is.... which is why Rob uses it. Because 2000-March of 03, people were accumulating losses in the market as it tumbled down. Thus, those that booked losses were able to offset income and lowered their total percentage paid for a while. Then the market took off again and promptly raised the percentage paid by the top brackets right back up again.
