They are indeed the president of the senate. And the senate has stripped them of all powers except those mentioned in the constitution, which makes it an essentially powerless position unless a tie vote comes about.

Your argument that the position HAS to be powerful because its title is "president" is silly beyond words. The president of dozens of nations has virtually no power. Like the governer of some states has virtually no power. You refuse to believe this because of a silly title.
 
Well at least with third graders Palin is hanging out with those on her own level.

I wonder if dixie was in the class ?
