Almost. The problem is that the individual was able to get a gun.
The other issue is that the US has no more a percentage of wicked people than any other country. Just more guns and easier to obtain.

Society must always assume that criminals might very well be able to acquire firearms. The Nordbergs of the world presume that removing the firearms from the law-abiding citizens somehow maintains the citizens' ability to defend themselves while preventing criminals from acquiring firearms.
