It is claimed by both the Kos and Huffington articles that McCain cut a deal with the congress to have them only opened if both the dems and Rs all agree on them being released.
There were some Dems implicated as well and more of both sides implicated and not investigated. I think that is why Waxman has requested the material. I dont think he has recieved them yet.
