in a way all governments are democracies, people tend to get the government that they will put up with - until enough decide to revolt

The will of the people cannot be entirely ignored but it can be resisted. There was probably a substantial majority in the USSR that disagreed with practically every decision that was made - but they were kept at bay for the countries entire existence.
