From the little I see, it's probably Tokyo. This looks like the Sumida district looking into the Katsu-Shika district. Large sections of Tokyo were subjected to intense firebombing (Japanese construction favors light wood and paper structures). The target was the Nakajima aircraft company, which had many facilities in Tokyo.

After the war, when Tokyo was rebuilt, this company was retooled into Fuji Heavy industries, maker of tractors and Subaru cars.

Yes, that is not the result of a nuclear blast, you can definitely see evidence of burning.

You will notice that the structures still standing are made of what appears to be concrete while everything else around it is burnt rubble.

A nuclear blast strong enough to knock out those other buildings would have definitely done more damage to those other structures even if they remained standing.

All we are seeing is some blown out windows.
