Republic is a generalized term which refers to any nation- state which does not have a monarchy and purports to be representing the people's will.

The Union of Soviet Socialist Republics had a constitution and called themselves republics, but calling the USSR a constitutional republic has about as much meaning as the assertion in your post.

Jefferson proved himself a complete hypocrite, in most respects, when he championed extremely limited federal government until he became president and then he found out he couldn't rule the way he wanted to.
