Somehow I perfer to do it without commiting any crimes which I belive should be crimes.

He simply lacks the committment needed to win... I fear the war in FL will not go well with supposed criminals like Jarod running things...
I know of some people who were arrested for feeding cats. Ill be happy to do that, and see if I can get arrested.

Its new to West Palm Beach, but yup thats the way it is here also.
Golf corses have different rules. Also I saw the city with a water truck spraying down the landscaping in the median of the road today.
