Trump is the only defeated presidential incumbent in US history - all the way back to John Adams - who refused to concede. THE ONLY ONE.

Biden was installed as president exactly on schedule, Trump didn't interfere with that.

Filing lawsuits is not illegal.

The only way to nail Trump on any of that is to prove he delayed the transfer of power which he didn't.
