So I have been working at current job for 1.5 years, the promotion I got last week was actually like 4 months overdue...because the HR sucks here (male HR person - WTF?) so I'm tempted to apply for this higher level position because it has been posted internally for the past week with no internal candidates and it is being posted again....

Perhaps the job description was crafted for the HR Managers Nephew ? and outside hire ?

Seen it happen many times, with H1B workers as well.
One of my wives was an HR manager with a major corp.
