I think that the swap was birthed by the Soviets in the 70's, that as the Soviet Union fell apart the program came to be lead by the Chinese.
 
Biden is aware he fucked up the debate bigly. He thought he would recover from it, but he did not. It is tough to give up the biggest job possible. The numbers showed he had a tough road ahead. His Covid bout came at a bad time. His weakness and fragility were a problem. Covid underlined it.
Biden is completely capable of doing his job now. But 4 years from now? Maybe not.

No, they'd just move their money where they could avoid the taxes like they always do. Billionaires are far smarter than politicians. Billionaires get to be billionaires by producing results. Politicians get to be elected by producing the finest bullshit on the planet.
