If you're a republican, you declare war against them, tell the people that they are either with them or against them, then treat everyone as a suspected terrorist until they stfu and go along with the program.
If you're a democrat, you tell the people that the aliens only want to live in peace with us and just want to have everything that we have, then wage a political war against the citizens to disarm them so the people are forced to rely on the government, take their property to give to the aliens and call it 'public benefit', and raise taxes so they can provide the aliens with better entitlements for not working.
