Easy. Tech bubble(business cycle trending upward in general). GOP congress. And, in retrospect(and just my opinion), a far more more centrist governing philosophy then I originally thought.

Easy. Tech bubble bursting(1999). Unsustainable housing bubble. WAR ON TERROR. The 2005 hurricane season(claims to the national flood insurance program ALONE were $16 billion. How much was that Clinton surplus again?) A bunch of damn RINOs in congress for his first term, and the dem take over in 2007.
