Clinton's was the last fiscally responsible gov't America had. He got out of the way to let the dot-com boom realize its full potential; he genuinely worked WITH Congress, to both sides' benefit; he loudly pronounced that we need a smaller, smarter gov't; he & Congress made the last sincere effort to actually balance the budget; he had his veep oversee a project called "reinventing government" that was making very good headway into reducing bloated bureaucracy costs before it was completely abandoned by the Bush admin for partisan reasons. I opposed his military actions, but he was the best President of my lifetime overall.
Clinton was dragged into a more fiscally conservative government when the congress was overtaken in 1994... recognizing he needed to change policy in order to stay in office. Pragmatism is a pretty good thing in a President.
And no, no realized surplus ever materialized. The Congress and the President gave us some projected surplus budgets but outspent them every time. We were so close. Too bad they simply took all the Social Security money that was left in the "account" to do it.

By the time the .com boom was done, we were entering the beginning of a slight recession when Clinton left office.

Bullshit. Clinton, like Obama after him, was saddled with a huge deficit spending legacy of the GOP administrations which preceded him. Knowing deficits DO MATTER, he did what was needed.
I would vote for Clinton in a heartbeat. He's not an ideologue like Obama, and overall he was a pretty good President.
Right.... He knew it was the right thing to do but didn't do it until suddenly it mattered when he lost both houses. Serious history revisionism right here and now.
