the states are quite capable of handling their own affairs when the people actually get involved. If the people refuse to involve themselves and run their states effectively, they deserve the government they get.

Apparently you missed the point. When you appoint someone to a job for which they are hopelessly unqualified and incompetant at then failure becomes a self fullfilling prophecy. We say during Andrew and other disasters how affective FEMA can be when ran by qualified and competent individuals.
