Since large corporations influence (at a minimum) government(s) the question does not really work. Which big governments and which big corporations?

You left out option C which is Big Corporations + Big Gobblement=Crony Capitalism

It becomes easier to rent seek than do the hard work of satisfying customers. It is easy to see how it happens. Businesses figure

A) if I play ball maybe they will leave me alone
B) if I get the legislation written correctly I can limit its damage to me but fuck my competitors
C) and the all important "everyone else is doing it"

The dirty little secret is that big corporations love regulations because they have the economies of scale to afford them and limit their destructive nature. It benefits them by either putting their competition out of business or creating barriers to entry

Case in point is Dodd/Frank. It has done nothing to alter too big to fail with regards to the Bankstas at BoA, Citibank etc, but it has put smaller banks out of business.

Maybe you should think through your questions a little better next time
