most people are morons, and I am very thankful there are educated professionals responsible for such things as making sure we don't have mad cow disease and deadly bacteria rampant in our food supply, and pharma companies can't murder us at will for profit. Who cares what your reaction was? You implied that no one is held accountable when something goes wrong, well, Brown was forced to "resign". He was certainly held accountable. Bush did try to initially cover up for him, but then Bush was held accountable for that. So I guess your question has been answered.
