IRS acting commissioner resigns at treasury secretary's request

President Barack Obama on Wednesday announced the resignation of the top official at the Internal Revenue Service following a controversy over the agency's targeting of conservative political groups.


Obama, who has been criticized for appearing passive in his response to the matter, declared, "I am angry about it" and said the American people had a right to be angry as well.


Before announcing the resignation of Acting IRS Commissioner Steven Miller, Obama met at the White House with top officials from the Treasury Department, which oversees the IRS. The White House scheduled the meeting a day after the release of an inspector general report that showed ineffective management at the IRS allowed agents to improperly target tea party groups for more than 18 months.


Miller became acting commissioner in November, after Commissioner Douglas Shulman completed his five-year term. Shulman had been appointed by President George W. Bush.


The president has proceeded cautiously since the IRS controversy was made public Friday. While he initially said the accusations were "outrageous," he also said he wanted to wait until the inspector general's report was released before addressing what should be done to hold accountable those responsible.


The report lays much of the blame on IRS supervisors in Washington who oversaw a group of specialists in Cincinnati who screened applications for tax exempt status. It does not indicate that Washington initiated the targeting of conservative groups, but it does say a top supervisor in Washington did not adequately supervise agents in the field even after she learned the agents were acting improperly.


The Justice Department is also investigating the IRS targeting, as are three congressional committees.

So someone who has been in charge for 6 months is taking the fall for something that had been in place for the previous 12 months.

A local organization formed to help raise hell about where our tax dollars are going now finds itself in turmoil over where its donations are going.

Passions at the San Antonio Tea Party have turned inward over allegations that the St. Mary's University accounting professor who handled its books might have pocketed some of the money.

The professor, Gail Kaciuba, has denied doing any such thing. But the local Tea Party's former president, Matt Perdue - the man who alleged the irregularities in a widely circulated e-mail blast Nov. 12 - has formed a splinter group called Tea Party Support.

Julia Hayden, who handles media relations for the original San Antonio Tea Party, said the spat might be headed for court. She also said the local Tea Party's entire board is being replaced.

When the new board takes over, she said, "everything will be gone over with a fine-toothed comb."

The finances of the nation's largest tea party group have increasingly become a subject of concern—and outrage—to conservative activists. Some question whether donations to the organization, Tea Party Patriots, have gone to advance the movement, or just the careers and jet-setting lifestyles of its leaders. What they don't know is that the group has had a man with an unusual background managing its money: He was sanctioned by the IRS several years ago for failing to pay hundreds of thousands of dollars in payroll taxes related to a failed business that pushed him into bankruptcy. He also happens to be married to one of the group's leaders.

For a group that has demanded financial accountability and transparency from the Obama administration, Tea Party Patriots (TPP) has not embraced those principles in its own business affairs. It has been highly secretive about its finances, and the organization's leaders have dealt harshly with activists and employees who've pressed for answers on how donor money has been spent.

Prosperity USA was founded last year by Mark Block, a conservative activist and political consultant who is now Mr. Cain’s chief of staff. Mr. Block formerly ran the Wisconsin chapter of Americans for Prosperity, the Tea Party group co-founded by the billionaire Koch brothers.

Speaking at a panel discussion on Tuesday in Washington, Mr. Block repeatedly declined to answer questions about the irregularities, saying only that the accusations would be reviewed.

The internal documents from Prosperity USA suggest that the group, a nonprofit organization, effectively subsidized some early costs of Mr. Cain’s presidential bid.

Such expenditures would violate federal election and campaign laws, which prohibit tax-exempt groups from engaging in any political activity or contributing to election campaigns.

Looks to me like a little scrutinizing might not be a bad idea, huh? And where was the outrage last year?
