If clinics are effectively banned, not even private clinics will open, especially since there is no profit in it.

Abortions need to be affordable, safe, and legal. Sure, women can go to Mexico to get abortions like they used to - but that takes money that poor women don't have. Sure, women could go back to the coat hanger- but that's not safe. Sure, they can go back to the informal networks they used to have that put women in touch with doctors willing to do illegal abortions - that takes money AND contacts.
