Maybe I'm misunderstanding something, if so feel free to explain. It sounds like the measure is going to be enacted without being put to a vote. Yes? No?

Snyder vetoed a similar bill last year, but Michigan’s constitution does not give him the authority to sign or veto legislative initiatives.
