Taft makes the entirely reasonable point that the Village Voice, the bible of liberalism is ridiculing this test, I am fairly certain that they had access to the rest of it as well.
More to the point why would you? Because you find it convenient, as you can see well enough that test is mostly absurd but not unfair.
There's a definite cultural attraction to different civil service positions in New York City based upon word-of-mouth family and friend personal recruitment.
The NYC Department of Corrections, for example, is 66% black, with the balance mostly split between white and hispanics. They may have about a 10% white working employment rate.
The difference being: that a majority of the minority is "diversity", to be celebrated.
A majority of the majority is "institutional racism", to be prosecuted.

First, quote the Village Voice article where you think it says what you claim. Second, I take the word of the courts because they had the benefit of a full and complete record and the arguments of able counsel representing each of the parties in an adversarial process resulting in a reasoned decsions that was affirmed on appeal and which was not subsequently challenged as erroneous. Third, you don't have the full test. You have ten questions.
