you might want to read Comey's statement when he declined to prosecute. That wasn't an exoneration.
She fit to a T the definition of "gross carelessness" of the Espionage Act. Comey even used the words "extreme carelessness"

For whatever reason he said the subsection wasn't prosecutable because of intent
(meaning that he couldn't find enough precedence of motives to prosecute) - but her actions were deplorable on many levels
