So what is the point of them otherwise? They mostly exist to create a need for something or induce a certain pattern of behaviour. We recently banned fast food advertising from children's TV, have a guess as to why. To deny that ads have a massive effect on small children's minds is delusional.

The point is the same as it is with any company who advertises.
It's to try and convince people to use their product, whether it's McDonalds or GMC.
No one is being "FORCED" to use the product.

My guess is; because you live in a nanny style government, who have citizens who don't know how to parent and need the government to help them make decisions.

All things have a "massive effect on small children's minds".
Why do you think children emulate super hero's or other characters they see on children's shows?

If I accept your premise as true, here are two very compelling reasons why it's a non-starter:

1) This is America (even by English standards, it's sketchy law), where we err on the side of liberty and free speech over these sort of crusades, except whenever we're not feeling particularly American (which is often).

2) Any prole, regardless of age, who is a slave to trends and subject to advertising, can either get over himself, or fall prey to Darwinian forces. I face the same challenges as everyone else, and have to battle with my own personal vices, such as beer, pasta, and a sweet tooth.
