It was all about Christie. I mean, Menendez was literally in court as this all went down. Christie rode in on NJ corruption, and then pissed away everyone's good will.

you are soo naive..there is plenty of evidence humans want to play with altered states of mind.
It goes way back to shamans. Consider this:

an addict with full access to his drugs of choice becomes satiated and is no threat to anyone.
They can work and support themselves in most cases too.

Look at your beloved booze back during prohibition. illegal booze gave us John Dillinger.
