He is correct in that if you have a bad strain no amount of CO2 or perfect condition will increase your potency. You can reach the full potential of your strain by perfect growing conditions, but the strain has a lot to do with it.

you don't need to duplicate the sun as most of the frequency of light the sun produces does nothing for the plant.

more importantly, I feel the strongest strains are tall growing plants, which just isn't conducive to indoor ops.

Not at all. You cannot grow potent marijuana from low potency strains. Period, end of story. Can environmental conditions affect potency, sure, to some degree, but genetics is where the potential comes from. This is basic botany.

The longer the plant is unfertilized the more the bud grows and produced stonger and stickier terpenes and resins, which...wait for it...improve potency.
