Great question. Of course alcohol is not a scheduled drug (although it should be, Schedule 4) and mj is laughingly a schedule 1, same as heroin.

Actually that's conventional economics. Prohibitions spawn black markets. And the ones getting rich are the Central American drug kingpins, Escobar, Auriano Felix, etc. etc.

As far as the proper tax rate, William F. Buckley Jr. addressed that, saying it should be low enough to undercut the black market.

Colorado may have some adjusting to do, as the pot-heads exaggerated the legalization benefits, to win the political battle.

That's quite pedestrian. Legislatures adjust tax rates. It's what they do. No reason that legislature, on this issue, should be any different.
