The FISA application was sworn on the Steele dossier ( the terms are "bulk of the application/ minimally corroborated)

Information from the reporting Scaife funded led in part the appointment of Kenneth Starr to investigate Clinton."

The memo isn't the be-all, nor would an investigation go anywhere without some sort of corroboration/progress.
In other words TO SPELL IT OUT FOR YOU there would not have been a full bore year+ investigation without SOMETHING to keep it going. Papadoupolis might be the spark,but the fire would never have stayed lit ( etc)

That "something" was the Page FISA warrants..

It is being alleged by the Republican memo. If you take that at its face value then they are doing something pretty bad. It is something that must be investigated.

If I am not mistaken there a suddle admission at the conclusion of the Nunes memo that the Russian investigation had actually began beforehand, "Papadoppulos information triggered the opening of an FBI counterintelligence investigation in late July 2016."

And "in an appearance on "Fox & Friends," Nunes was asked about reports over the weekend that the FBI application did refer to a political entity connected to the dossier. Nunes conceded that a "footnote" to that effect was included in the application"
