1. it wasn't the NRA plan, it was the government plan at the demand of parents
2. THEY didn't shoot the hell out of the killer because they are government agents who were trained to work under the precept of 'officer safety' first, everything else second.

I imagine that teachers will do as they have been doing all along -- sacrifice themselves to save their students.
