1. Dramatically weakening underwriting standards for subprime loans beginning in 2004 and extending into 2007 - That's according to the Bush Working Group on Financial Markets.
2. Invoking an OCC rule to wipe out state protections against predatory lending in 2003, over the objection of all 50 state attorneys general.
3. Reversing a 2000 Clinton-era HUD rule in 2004 that prohibited GSE's from counting risky subprimes toward affordable lending goals.
4. Tying his tax cuts to the growth of the housing market as he was campaigning in 2004
5. Removing the net capital rule and allowing Wall Street to self-regulate beginning in April 2004.
6. Putting down-payments on 40,000 homes for low-income borrowers with the American Dream Downpayment Act in 2002.
7. Killing GSE reform in 2003 over the objections of the Republican-controlled Congress, specifically Mike Oxley,
8. Having his Treasury Secretary tell everyone in September 2003 that there was no threat to the markets posed by housing.
