In terms of the constitution, an illegal immigrant is just a resident who committed a civil violation. They are not constitutional unpeople. Our laws are applicable to them. Otherwise we would have to negotiate with Mexico when we applied any laws to them, which we don't.

If Michael Moore wants to "repeal" the Second Amendment by passing another, I don't see why the Fourteenth can't be amended.

Amendment 21 repealed amendment 18 (prohibition) so of course it's ok. But there is no need for it here. The 14A does NOT imply birthright citizenship and that's all we need.
