But they have on many occasions. Those changes are now constitutional law and followed by federal and state governments.

Not according to the Constitution and they have never done it in practice (because they cannot). Only Congress can call a constitutional convention at the request of 2/3 of the states.
You are obviously making stuff up because everybody knows it is not true; anybody who can read the Constitution, Wikipedia, or any other descriptions about how to amend the Constitution.
What was the Supreme Court interpreting when it ruled it unconstitutional for states to prohibit abortion, or segregate by race, or deny same sex couples the ability to marry, or require states to accept Medicaid expansion? Something cannot be unconstitutional unless the court determines the Constitution prohibits it.

That is because Trump thought he could create an Executive Order to accomplish what he wanted to do.
However, in order to accomplish what he wants to do, cannot be done by executive order, and would require a Bill from Congress to change it!
Congress is not in a position to have a 60% vote, so it would require a vote with Democrat help- and on this issue- would never happen!
