It was not insufficient evidence. You rightys cannot get it right, even after Mueller clarified it. He essentially reiterated the conclusions in the report for you rightys who cannot understand it or are lying about it. He said he did not have the power to charge a sitting president due to department guidelines, which he followed'
He did push the House to do their job though. That job is investigating. The report says Congress can see that there are clear issues of obstruction that they should pursue, such as suborning perjury, intimidating witnesses and fabricating evidence. Read the damn report.
He said if they found Trump innocent, they would have said so. That too is in the report.

Apparently it's a legal concept based on a Justice Dept. interpretation that the only constitutional remedy for the removal of a president is through the Congressional process of impeachment. It seems to have no other legal footing than that. It is not in the Constitution.

Again, republican white men making up their own rules.
