Baltimore has been a minority government since Kurt Schmoke in the mid-80s

The root problems in WV are economic: joblessness leads to increased drug addiction. It’s gotten worse, but the dissolution of the family isn’t as bad in WV as it is in some ‘other’ regions [I’ll avoid the word ‘urban’ so as to not be accused of racism lol].

There’s always a link between violent crime and drugs but I don’t think WV is any where close to Baltimore in the per capita rate. Rats may be a problem in some isolated parts of WV but rats are forage for owls, Black Snakes [its full name is the Black Rat Snake for a reason] and several other carnivores that just aren’t found in ‘other’ areas.

Apart from cats there’s no predators to control the Rat population in ‘some areas’.

Actually, here’s an idea, but it would never fly because people would freak out: introduce Black Snakes into places that have a high rat population. Black snakes are basically harmless, they don’t stink or carry the Plague and rats and rodents make up most of their diet. I’m not kidding when I say this: if I found myself living in a place where I had to watch Rats crawl across the living room floor—I would go to the nearest pet shop and buy two or three Black Snakes.

Once the Snakes cleared my Rats out they’d move on to where their next food source is.

But that’s just me lol.
