Yes it is moron. Each state, the PEOPLE decide who gets that STATES electoral votes. KS decides for KS. CA decides for CA. Etc... CA does not decide for KS.

With the exception of Maine and Nebraska, every state is winner take all. Popular vote winner gets that states votes.
