The reason Pelosi never called for impeachment is because she knows most of the Republicans are so cucked that they'll vote to keep Trump. Look at how they spun the Mueller Report.
However, it's one thing to let Trump get away with rigging the last election. Now he's trying to rig the next election. Pelosi knows that if she doesn't act now, Trump will get reelected through corruption and will continue breaking laws. At some point, you got to say enough is enough.

Colluding with a foreign country for help in a presidential election and then obstructing justice are crimes. Using the office of the presidency for personal gain is also a crime.
