Just so you know, George H W Bush was DCI appointed by Ford. Before he was DCI he was Ambassador to the United Nations, Chairman of the Republican National Committee, and Envoy to China. He had no "spy" experience either but in the short time he was DCI he was credited with improving conditions at the CIA. In fact, it was not until 1966 that the first actual "company man" was named to DCI.
William Webster, appointed by Bush I was a legal professional who had been a Judge and FBI Director. Panetta's resume is as good as many of the men that have been DCI and some who were part of the intelligence community ended up doing more damage than good, including William Casey who conspired with Oliver North to violate the law and sell weapons to Iran and funnel the money to the Contras.
