Some times tear gas or pepper spray can prevent more serious rioting by dispersing a crowd. A well placed rubber bullet can dissuade an crowd agitator. Peaceful protest is fine but rioting needs to be stopped. If it were White Supremacists that were rioting you would want them stopped wouldn't you?
