There's a similar ban in our city, and that may be shared among several Texas cities; I don't know. State facilities such as our university buildings are smoke free, and this is supposed to be extended to the grounds. Enforcement, if it exists, is haphazard at best. The people who haven't quit yet go outside by the loading dock for their fix. It can't be too pleasant (and apparently they could actually be fired for it), especially when the days turn cold. The downside for me is that their smoking location unfortunately is very near the air intake for this part of the building. Luckily it's fairly windy here nearly all the time so the concentration isn't too overwhelming.
