Carbon footprint per person is the proper metric. It tells us how efficient we are doing at reducing carbon footprint.

You personally emit 15 times more carbon than the average Indian. An Indian emits 1.7 metric tons/yr CO2.

If every human on the planet emitted 1.7 metric tons/yr CO2, the climate problem would likely be solved.

India and USA needs to be part of an international effort.

Land does not subside evenly. Aquifers are not evenly spread across the land. It does not flow like water. Land does have a tide, though.
It's only where you have uneven pumping, or you have changes in the soil conditions that problems occur.
Pumping is uneven.
This gives you the basic idea:
You get this across the area of subsidence. If it's agricultural land it gets filled and crop growing goes on. If your house is on one, you're fucked.
