The basic problem with this whole kind of conversation is that energy markets are just that...a market. People will buy what energy source is suitable for their use. Prices are set according to supply and demand, as always. There is lots of a particular kind of energy source, so it's cheap. Coal, oil, natural gas, are all CHEAP right now. There is plenty of it.

If, for some reason, a particular energy source becomes scarce, the market will automatically adjust as prices change.

Controlling markets, companies, and individuals by government edict like this has a name: Fascism. If a government owns the companies, then it's called communism. Fascism is just a step on the road to communism. They are both aspects of socialism. It is theft of wealth.

Price controls never work.

Random numbers. It is not possible to measure how much CO2 any nation produces. This is one of the biggest problems with the Paris agreement. Carbon dioxide is an essential gas in the atmosphere. It is not a pollutant. It is incapable of warming the Earth. You cannot create energy out of nothing.
